Gtx 560 fan speed unresponsive to OC tools

My Gtx 560 fan is running at really low rpm even though I've attempted to use various overclocking tools to raise the fan speed.

The rpm just doesn't change when I use the OC tools. If I set it to 100 or 75%, the rpm stays low and acts like it's on auto fan mode.

I've tried using Evga precision and MSI afterburner.
