Best sound card supporting 7.1 surround

I'm working on a school project building a gaming computer. I have no spending limit and I need to find the best sound card available that supports 7.1 channel surround. I also will need to know the best surround sound system to run on it. Thank you for your help.

Asus Xonar DX works well with my rig two weeks running anyways. Be sure that it will fit in and around any other devices, GPUs, RAID cards etc... especially in regards to the PCI slot cover situations, I got pretty close. It can make one RMA their PCI interfacing card in exchange for a PCI express interfacing card.
