What is the difference? (Nvidia Geforce GT 230)

Recently, my graphics card broke, and I seek to buy a replacement. I have gotten compatibility/quality issues in the past by buying a part that was simply similar to the original. So would like to know: what differences are there between these two Nvidia Geforce GT 230s?

The major difference I can see seems to be that the latter variant of 230 has a smaller, plastic covered fan. Note: this variety is the kind that is broken in my computer now. I would like to know what important things there are to know about such types.

1. Is there a performance (or otherwise) benefit/downside to either kind of fan? For example, my broken, plastic covered fan wound up with lots of dust trapped in it. An open fan may be easier to clean.

2. Is there any other difference between the two kinds of 230? I notice that the plastic-covered fans tend to be almost double the price, is there a reason for this? Both seem technically identical, including inputs and PCIe DVI/VGA/HDMI compatibility.

I figured it was irrelevant because I'm not looking for an upgrade, only a replacement to a specific part that worked well: the Geforce GT 230. I only have a $50 budget, and I want to know what my money is getting me.
