157MHz GPU clock & 300MHz memory clock is normal power saving mode of HD5670. When you play game, it automatically goes up to 775MHz Core & 950/1000MHz memory. You can go to sensor tab in GPU-Z & click 157MHz value two times. It will record the maximum value. Now start a game & ALT+TAB to check the value.

I assume these are the clocks displayed while idling on the Windows desktop. Video cards clock down when they idle to run cooler and to save power. The clocks should shoot up to maximum when you place the card under a gaming load. Check your speeds while a game is running, as long as the card is moving up to its maximum clocks when it needs to there is nothing wrong with it.
