Overclocking will usually make a minor difference in game performance (depending on the game, of course), noticeable but not game changing. No, you don't need fans if you don't overclock, and you should probably get the i5-3450 if you don't plan to do so.

The i5-3450 is quad core and is better than a non-overclocked 2500k. The Radeon HD 7850 is significantly better than the 6870, and if you can afford it, it is a much better choice in terms of bang for buck.
