Best graphic card under Rs25000 INR

Can you get GTX 670 in india? If yes that's your best choice. If not I recommend 7870 which should be there.

please provide some more information -
full pc specs including psu model,
purpose of the gfx card - gaming, rendering, video editing etc.
i noticed that the 3rd 0 in the 25000 is an O, so is it 2500 inr or 25000 inr? the two are very different budgets.  
under 25000 inr, radeon 7870 is the best gfx card imo
