AMD 4000+ San Diego gouing crazy

I bought a second hand AMD 4000+ San Diego CPU for my (old) Asus A8V motherboard.
I tough i can make it faster (originally had a 3000+).

The problem:

The new CPU constantly stays on 70-100% usage, and it performs worse than the 3000+.

Things I tried:

-installed windows 7 (had Xp before)
-Checked for applications running (Processes), nothing found that drains the system (system idle 99%)
-Update BIOS (V.0229)
-Different settings in BIOS
-New driver for the graphic card (just in case)

Once I got it to 61% but than it went again to 100%, at this point sits on 81%.

Can anybody give me more ideas?

My comfig:

Asus A8V
AMD 4000+ San Diego
Nvidia 6600 LE (AGP)
2x512Mb Kingston DDR (400 MHz)

It's a san diego , it's trying to figure out if it's bi or not . Try turning off indexing see what happens .
I f you need I have an Opteron 175 ,2x 180 an athlon 5200 all dual cores , I can send you one if you want , I'm not using them

I think I found it.
I used process explorer and noticed that the interrupts were using 65-70% of the CPU.
I have removed 3 PCI cards (Sound blaster live, fire wire and USB adapter) from the PC, now the processor works fine.
I just have to figure out which one is to blame.
