Is this psu enough

hi i have a cooler master 400w psu which came with the elite 335 case
the psu has dula 12v+which 16amps for each 12v will be enough for the vapor x 7770
the other parts
i3 3220
p61ad3 gigabyte
4gb ddr3 1333mhz
samsung 22x dvd
500gb western blue hdd

It is not a good PSU but is enough for your setup.

does it have the enough amps cause i read that the hd 7770 need 19amps but i dont understad the whole dual 12v amps thing

19amps combined on the +12 volts. Your PSU has 276watts /12volts= 23amps on combined +12 volts.

You are also a little fortunate here, this particular CM PSU actually
delivers it's rated wattage.

From X-bit lab's review of that power supply unit:

The PSU is cooled by a 7-blade 120mm Yate Loon fan (D12SM-12) that has a rated speed of 1650 RPM.

The fan starts out at about 1300 RPM, which is not quiet. On the other hand, it doesn’t accelerate much at higher loads, never reaching even 1400 RPM.

Just be forewarned that the high electrical noise and ripple on that power supply will be accelerating the degradation of the electrolytic capacitors on your motherboard and graphics card.
