Is my CPU bottle necking?

Been having some frame rate troubles in my games, the most being Planetside 2 and was wondering if maybe my cpu is bottle necking?

When playing planetside I notice all the cpu's core are running at max...and by GPU usage doesn't even break 6% I also think it could be my HDD so I'm copying game files over to my SSD.

Here are my system specs:

CPU: AMD Phenom II X4 995 3.20 Ghz
MoBo: AsRock 770 Extreme 3
GPU: EVGA SuperClocked 01G-P3-1461-KR GeForce GTX 560 (Fermi) 1GB 256-bit GDDR5 PCI Express 2.0 x16 HDCP
RAM: 12g of DDR3 @ 1333
HDD: SAMSUNG Spinpoint F3 ST1000DM005/HD103SJ 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5"
PSU: Antec BP550 Plus 550W Continuous Power ATX12V V2.2 80
Running windows 64 bit.

running games around 30 ping with a 20mb down 20mb up internet connection (the 20 up is a bit high I know)

Planetside 2 from what I've heard/read is really buggy and in need of some drivers or work on the dev side. If this is the only game then there's your answer.
I'm assuming it isn't the 995 but the 955? If so it is balanced well with that 560.
Try another game if its fine then you have yourself a game with bad optimization or drivers.

Yea it seem like its just planetside... I guess I'll just have to wait it out. Thanks for the insight.

From what you just posted it sounds like it is a bottleneck. I would try playing a different game and monitoring the performance tab in the task manager. If the cpu usage is close to 100% then it is bottlenecking your system.
