Bringing (Carry luggage) graphic card from US to UK/India

Hi,
I have a relative in the States.. and I wud like them to get a GTX 670 (or any other graphic card for argument's sake) from the States...
Since in UK and US its almost 1/3rd costlier ($400 in US, $666 in non-US countries)

I am not very familiar with custom duties, so I am asking...My question is, though not technical, is whether they put the box in the luggage? Should she pay any duty or anything like that ?
or if she unboxes the card and puts the card alone in her purse (carry-with luggage), should she pay any duty or anything like that ?

So, if there is a way, What is the best way to bring in a gpu from the States (not talking about importing/shipping) ??
or is the duty unavoidable and are there any other risks/constraints??

I used to work for ups, so I know a little about shipping over seas. If the item is designated as a gift, the import duties are either waved or heavily reduced, but this is for shipping. In your case, I would say to have your relative put it in the checked luggage. Upon arrival they will ask if the person has anything to declare, and at this point they should say they just have some small gifts for relatives. There shouldnt be any duty involved since it isnt a retail transaction and the item is not for resale.

Hey gi_jones...
What is the best way to get a custom built PC from India to US with least amount of customs fee?
I mean if not the whole rig, maybe just few important components...

Is it safe to carry the components in the checked in baggage? Or would they fine me?
