Montior gone all wrong

Hello,

Okay so I for unknown reason my computer is just playing up. When I turn on my computer the manfacture logo comes up (DELL) and the screen is all fuzzy lines across the monitor, when I get to login screen it doesn't even show up. Just black screen, I can boot into Safe Mode but that about it. My GPU is Nvidia 9800GT. I was wondering is this a OS problem, will re installing OS fix it?

Things I have tried:

Change the DVI Cable no luck.
Cleaned the computer, removed all dust still no luck.
Tried system restore no luck.

Can anybody help me with this?

I can enter windows in safe mode and do stuff.

My first thought is it's problem with the video driver.
In safe mode try uninstalling your Nvidia GeForce drivers and reboot, if it works download and install the latest drivers.

If not, my next thought is the 9800GT could be dieing on you. Try and see if you can boot without it installed (assuming you have integrated gfx).
