PCIe graphics card not detected...?

Hi
I installed a Ati x1300 graphics on my gateway GT5268e. However the fan on the card does not turn, so i don't think any power is going through PCIe or something??...any way when I try to install the ati drivers it says it does not detect it... I tried going into the BIOS and putting video chip set to only PCI and not PEG or Auto.. I also disabled the intel integrated in device manager...
MY specs
Intel core 2 duo e6300
2 gb ram
250 HDD

is there a 4 pin white power plug like this one one the card??

if there is you need to use a floppy connector or see if the card came with the connector to a 4 pin molex adaptor.

mmm... I am not sure since the computor is not nearby...but this is the card I bought...it has pictures if it helps

I dont think my pcie slot is defective then again I have never used it...
