Software Update Incomplete
[The Windows Update software did not update successfully. Below are some suggestions to help you proceed:
You may have clicked No when prompted to accept the Trust Certificate. To allow the Windows Update site software to install, click Yes when presented with the Security Warning dialog box.
Your Internet Explorer security settings may be set too high. To install the updated software and access Windows Update, Internet Explorer security must be set to medium or lower, and active scripting and the download and initialization of ActiveX controls must be enabled.]

This is what I get when I go to windows update...
I've checked every setting under group policy, local security policy, security under internet options, and services under computer management, didn't see any unusual settings... what else could cause this? Any ideas?
(This happened all the sudden, I've successfully updated from windowsupdate before)
OS = XP Pro.

Thanks

A possibility:

Check in the Windows\Downloaded Program Files folder and see if the CV3 Class ActiveX Control is damaged. If it is, remove it, and try Windows Update again.

It doesn't seem to be damaged because I removed it and tried windows update again, it still gave me the same error... anything else that you can think of?

I had the same problem on a clean install of Windows 98SE once... unfortunately I don't remember the solution. I do remember, however, that it was very simple and something I hadn't thought of. Microsoft's tech support was very helpful in discovering and fixing the problem via email. It is something that you wouldn't think had an effect on Windows Update... sorry I can't remember more.

If Internet Explorer is listed in Add/Remove Programs, you could "attempt" to remove it. There is usually an option that appears at that point that will allow you to repair or re-download the browser components. Perhaps affecting a repair of the browser might fix the problem.

Could it be some of the services that are not running under computer management > services?
Here is the list of services from my XP Pro:
