Hello,
I am a first time pc builder and Im attempting to put together a gaming pc.

I have the
radeon 6850 graphics card
inel pentium dual core proccessor G850
MB ASROCK|H77M H77 LGA1155 R motherboard

is 450 watt power supply enough?

Thanks

If the 450watt PSU has more than 30 amps on the 12v rail, it should be work just fine. They over estimate the PSU usage for a video card a lot so People don't buy cheapo PSU that has 16amps on the rail and then blame AMD/Nvidia for the problem.

If I had to choose between a 450Watt with 40amps on the 12v rail or a 700Watt with 20amps on the 12v rail, I would choose the 450watt with 40amps.

AMD recommends 500 Watt or greater power supply with 1x6PIN PCIe connector.
