Intel HD 3000 v Ati radeon 3000 HD

Hello, I am writing this for a friend, he is planning to buy an an online game (GW2), but does not know if he is able to run it. Every thing except his graphics card(ati radeon 3000 HD) is fine. Which card is overall performance is better, as in be capable of running it, minimum, nothing fancy?(I know both are horrible) he is on a very tight budget so he is having problems finding a decent graphic card, and his psu is also 180, so he'll have to replace that too.

neither is card but rather integrated chips into the mobo. of the two the intel is better but also depends on the exact CPU for specific performance. both will also make for a difficult time running GW2

My question is it possible for him to run it, playable at 680x800 with every thin set to lowest, I don't know too much about his cpu, but he is able to run skyrim on High at around 35-45 fps, i forgot the resolution. I used skyrim because it is a cpu heavy game, since my laptop with Intel Hd can run it on ultra(windowed). On my desktop I have 2 gtx 550ti.
