Any alternative power to supply a computer would have to be in DC (direct current) and while the solar power could be an option you would have to have a battery backup or only use the computer in the daytime. The computer would have to be specially configured to accept the power from batteries or a power inverter could be used to convert the power from the solar pannel and battery backup to AC so that the computers power supply could be used. A more practical power alternative would be wind powered.

and a 12v itx power supply.
all you would need then is a current reg or a battey.. and battery charger system. it wont be fast but you could do email and word on a little unit like that. the other trick is find some old xbox and put a linix distro and word prossor and email on it.
another trick would be to pick up a laptop mb and ac adaotpor....and a ssd drive. then pick up a small at or itx case and re drill it for the laptop standoffs. you just need a laptop mb that you can start with an off off switch.
any local rv store will have a standard 12v dc inverter to ac. all you have to do is size it right to the computer.

that should run a low end mini atx and a ssd.
if your trying to build somthing that run as zombie class project or after the big one.. what would be cheaper and easer is a 55 gallon wind turbine. just need a plastic drum and a car 90-120w alternator and two boat battires and the inverter. use the wind power to change the batteris so all you need is a cheap dc charger to stop charging the battires.

How does that help him. Also, how are any of "imported fossil fuels, volatility of energy prices, greater domestic economic development" renewable power sources.

You'll need a solar charge controller, a 12V lead acid battery, and a case that comes with a 12V power brick and does the 3.3V and 5V regulation internally.

Wind power isn't useful without going through a battery either as the frequency and voltage changes depending on how fast they are spinning. Rectifiers and inverters are used.

EDIT: Or you could get a pc case designed to be used in a car, which would run off 12V.

A Raspberry Pi would also work, and need less power and only a good solar cellphone charger.
