Looks like you have a 250W PSU. That is a real limiting factor. In that case the most you can upgrade to is the $110 AMD 7750.

I'd suggest saving for a complete upgrade if that's an option, you'd get much better performance/price...

Yeah the psu isn't too good i'd too recommend on saving the money now and then upgrade your psu and buy a hd 6850.

But i also think your cpu will bottleneck the card. you'll need to OC ur cpu

for you gts 450 will be the best one if u have an 6 pin pcie connector.

second hd 6570.

third at max hd 7750.

four gb ram's good but i'd recommend buying a new cpu and mobo. intel core i3 2100 would be good

Would it be better to just buy a new computer with all the parts (having someone else install everything) ? I was looking at EVGA GeForce GTX 580 and wanted to make something that could play Starcraft 2, Diablo 3 at max settings, I just have no idea what parts I need.
