I want to make a gaming PC! I can spend upwards of 1200 to 1350.

    It's not really the VRAM that matters - but the cores and speed of the 7950 will allow you to max out any game on Ultra for the next few years, and you can run one card off multiple displays. The GTX 670 is another good choice but that will run you quite a bit more.
