Is there any way of adding 'new folder' to the right click menu. I know how
to add items as I've added 'send tos' and 'print directory listing' but I
cannot find 'new folder.' Doesn't seem as if you should have to go up to the
menu bar. That seems to be the only place you can create a new folder.

While it's not in the first right-click menu, there is a "Folder" option in
the submenu that pops up when you cursor over 'New >" in the first
right-click menu.

You are in an explorer window? In the right panel?

Right clicking gives a menu with "New" in it, then a second sub-menu pops up
when you hover over the word New. It's the second menu that contains the
"Folder" selection.

You are right- clicking on a blank area of the folder & not with a particular icon selected, correct?

Check to see if you have the following entry in your registry:

Windows Registry Editor Version 5.00

[HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\New]
@="{D969A300-E7FF-11d0-A93B-00A0C90F2719}"
