I have a AMD Phenom II 965 black edition cpu and will prob go with the ASUS M5A97 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS for it, i don't plan on using dual cards just 1 gpu is enough for my needs and will playing with resolutions of 1280x1024 and no higher than 1920 x 1080. SHould i go with GTX 560ti, RADEON 6850 or 6870 for my rig? Also forgot to mention on a budget no more than $250us

I have a 6870 and it runs pretty well. (it plays skyrim on ultra) It is also cheaper than the gtx 560ti so you probably get more bang for your buck. However, since your budget is $250 you might as well go ahead with the gtx 560ti

Here is a benchmark of the Radeon 6870 and the nvidia GTX 560Ti

Either GTX 480 or the 7850. The GTX 480 will perform very well with overclocks. But the 7850 is a lot cooler and more power efficient but costs slightly more.

If you can squeeze out an extra $10-$20, you can get a GTX570, which will beat them all.
