New Build Not Working

My new build isn't working none of the fans spin and the motherboard LED doesn't turn on, Although the PSU fan spins when i do the paperclip test. When I first press the power button it flashes a post of 6. Which according to my motherboards manual means this: Do R/W test to CH-2 count reg. Initialize CH-0 as system timer. Install the POSTINT1Ch handler. Enable IRQ-0 in PIC for system timer interrupt. Traps INT1Ch vector to "POSTINT1ChHandlerBlock." Biostar tz77b Motherboard
Intel i5 3570 (not k)
Sapphire Radeon HD 6870
Antec VP-450
Corsiar Value Series 8GB DDR3 1333
Roswill Ranger Case

P.S. My PSU switch is on and I've tried with and without the GPU in.
