What is the best CPU to pair with a MSI GTX 460 Hawk?

I have a GTX 460 Hawk and I'm experiencing lag on games such as GTA: San Andreas on -low- settings. I believe there is bottlenecking in my CPU involved, but I don't know too much about this subject.
First off, I'm thinking of getting an Intel i3 3220 3.4Ghz dual core, but I have no idea if this will actually help the situation.

My machine specs:
4GB DDR2 RAM
Intel Xeon 2.80Ghz - I have two of these installed into my machine, so two threads.
MSI GTX 460 1GB Hawk Twin Frozr edition
500w PSU

The original name model of this PC is the xw6200 Workstation
The manufacturer of this machine was originally HP, though I made some modifications such as installing Windows 7 32 bit and installing the GTX 460.

Any help on this subject would be great, I have some money to buy a new motherboard, because I'm running on a server board.
