Twin 670's on a new PC im getting in a few days. Should i install both the cards at once and install drivers? (asking this because maybe the SLI will *** up without the drivers.) or install one card, install drivers and setup the second?

Hmm... You got a motherboard that isn't Z77 with an Ivy Bridge perhaps?

You can install both of them before installing drivers.
