Problem with charging laptop

Hello, i have acer laptop which i bought 3 years ago. from 6months am not able to charge the laptop while laptop is in use but i can charge the laptop when it is not in use and after discherging i can use the laptop.

psu bad mine use to do that

the psu is have issues or the battery has a shorted cell and is drawing too much power.
