Q6600 G0 Stepping idle @ 40-45, load @ 69-74

Okay I have a Q6600 which I bought off of ebay, I had a e4500 previously which did standard temps you would get for a processor, this q6600 I've bought runs a bit hot though.
I'm using mx-4 thermal compound, I've reseated the heatsink twice and there's been no change, the heatsink is this http://www.amazon.co.uk/gp/product/B003H04XGC/ref=oh_details_o00_s00_i00
It does 3375 rpm when on load, would I need to look for a better heatsink and fan or could it be the CPU?
Edit: the tests I've given it is through intel burn test

i'd say the hsf is the issue here, it's not much better than the intel stock hsf - just intended to run quieter. just remembering back to q6600 days (long term memory a tad hazy these days) used to run one @ 3.4ghz under a arctic cooling freezer 7 hsf & it used to idle @ about 35c & go up to about 65 @ full load. jeez, that brings back some memories :)
