CPU does not max out during games

So I got a GTX 650 Ti and im running it with a AMD Phenom 2.3GHz Quad core processor. At first I thought it was bottlenecking the new GPU, then I opened task manager, made sure the CPU was at 1% load, started game a few different games and FPS was up across the board. Now i have task manager opened on my second monitor during gameplay and im noticing its highest load is 80% and in a couple games thats causing FPS to drop to about 25. Any way I can make the CPU get to at least 95% load constantly during games?

How do I check the GPU usage during gameplay? GPU-Z? The GPU can max Crysis in DirectX11 So Im not worried about the GPU for what games I play. I know the processor is a bottleneck but I can reduce it greatly if I the CPU can just be maxed out constantly. I could get 60FPS easy in Battlefield 2 with all settings max if the CPU was at 100% at all times.

I understand that. If a game is CPU intensive m FPS suffers. If its only GPU like Crysis 2, I get good frame rates.

So I did play Crysis 2 (DX11 Max Settings) and I found out my CPU is at 80% constantly while the GPU load fluxuates wildly. In closed in areas it goes to 75% and i get a nice 70FPS while outdoors it will stay around 35% giving me 20-30FPS which is not ideal. I have nothing capping the frame rate. Any clue why my GPU refuses to take on load when I need it to?
