What kind of keyboard have you got plugged into the computer?

If you have an older ps/2 style keyboard, try using it to get into the bios. once in the bios, look for a legacy usb setting and turn it on. You should then be able to use USB keyboards before windows loads up. If legacy usb is disabled, the usb keyboard won't be detected until the windows keyboard drivers load up.
