Upgrading that dell is going to be very difficult, and expensive. I would recommend saving up, and either buying a new pre built, or build your own.

Tomshardware has a terrific article everyday with good deals on prebuilts. If you'd like to build your own, do a lot of research, and a lot of searching.

These are the only two cpu's that you can upgrade to with the LGA 775 socket MB that you have.
Your other option is to see if a standard atx motherboard will fit into that Dell case you have so that you could upgrade the cpu , MB and ram.

If you could bump your budget up to around $500, you could get all of this:

Core i5-2500k, awesome processor, I'm amazed by it.

Same motherboard as mine, except with PCI slots
http://www.amazon.com/MSI-Computer-Corp-Motherboards-Z77A-G43/dp/B007QWI9K8

Pretty Memory, fast too
http://www.amazon.com/Corsair-Vengeance-240-Pin-Platforms-CMZ8GX3M2A1600C9/dp/B004CRSM4I/ref=sr_1_1?s=electronics&ie=UTF8&qid=1342066508

Motherboard doesn't support IDE so you need this
http://www.amazon.com/Asus-24xDVD-RW-Serial-Internal-DRW-24B1ST/dp/B0033Z2BAQ/ref=sr_1_1?ie=UTF8&qid=1342066736&sr=8-1&keywords=ASUS+dvd+burner

Some case I found:

And you could just reuse the dell power supply and hard drive, and WALA! A brand new spanking fast computer. Don't bother upgrading the CPU, or putting anything different in that crappy case, if you were to reuse the power supply, I would think of getting a new one in the future, since dell power supplies aren't exactly that powerful and top-of-the-line.
