Help on building a PC!

So the time has come for an upgrade.
And what better place to ask for help than here.

My current specs:
Power supply: MSI PRO-550 ATX
MBO: ASUS AM3+ M5A78L
CPU: AMD Phenom II x6 1055T
GPU: Palit Geforce GTX 560 Ti 1GB
RAM: DDR3 4GB Kingston 1600MHz Hyper X
OS: Windows 7 ultimate 32/64 bit (Dual Boot)

What i want:

I would like it to be as cheap as possible (Lower numbers...duh) but to support all i want here.
CPU: Intel i7 3770K - which i would like to overclock to 3.8 so i need some advices on that.
GPU: Gainward GTX 680 2GB - I would like someone to tell me if i could overclock this?So i will probably need some cooling systems with that OC'ing.
RAM: G.SKILL Ares DDR3 16GB 1600MHz 4x4GB
OS:I dont even know why i wrote that

So my budget is: 1,305.28 USD
Maybe i earn some more later when i start to buy and sell.
But that wont mean much to you because in my country prices are different.
And some things i found were on sale so i probably saved like 200$

And i hope i didnt write something stupid because im still learning with PC's.

Dumb question: Why would you dual boot between a 32 bit Win7 and a 64 bit Win 7?

Dumb question: Why would you dual boot between a 32 bit Win7 and a 64 bit Win 7?

Because first i had Win Xp and Wind 7 32 (I installed Win 7 because of DirectX 11) but now that i am upgrading to 16GB i need
a 64 bit OS and since i dont use XP and i didn't have any stuff that i really use there i installed
Win 7 64bit over there and kept all the games and stuff on the old windows 7

But that is not the problem.
Can someone please help me with this PC
