How to fix overheating?

Hello Guys,
I got myself a pc 2 years back...here are d specs
1. AMD Phenom II X4 965@ 3.6 GHz
2.Gigabyte 785g series..(is it that important to mention?)
3.AMD Radeon HD 5770
4.4gb kingston ram
5.500gb hard drive
6.500W PSU

I have no fans in my case....The idle temperature are abt 60-70 and at load rise upto 80C.....is it the cause of lag in games like gta 4,battlefield 3 etc...coz wen i checked...my pc satisfied a high setting rating from games-debate.com
Please suggest me a solution and even suggest a new case for around 60$.I am from India so my budget is around 4000INR...

Have you got a proper CPU cooler or are you using stock. If you're using stock cooling I really suggest investing in a new cooler such as an Arctic Freezer Pro or a Coolermaster Hyper 212. If there is space for a case fan, invest in one of those - hope this helps!

I use a stock fan for my cpu...but the prob is dat those fans go way over my budget...and also i have to buy everything under 100$...i mean 5000INR...Plz suggest a good case...hey and by the way do case fans help to keep temp's low??!
