Like opinions for a friends $700 build

i'm helping a friend on a new gaming pc and he has 700 budget. I think he well keep a hard drive from his prebuilt PC for now as well as the dvd drive. so far i picked the Corsair 400R carbide series. should i go straight to the IVy bridge or is the sandy bridge better for limited funds?
