Need Help! Lights Turn on all fans run but no display

I really need help after putting together my build i booted it up and all lights fans are working but there is no display. I have already tried everything posted here http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems
As well as trying my ram and gpu on another unit both are working fine yet still no video. Could it possibly be my mobo is DoA should i issue an RMA

-Mb Biostar Th61 Itx H61 1155 R
- Sapphire HD6850
- Corsair 600W
- I3-2100
-Gskill 4Gx2
-500Gb Sata Wd5000

Edit: I also just realized i'm using 1600 mhz ram on a 1333/1006 MHz ram compatible board i heard that it would down clock the ram to 1333 MHz or is this why i'm getting no display

Are you sure the PCIe 6-pin connectors are properly connected to the graphics card?
Also, tell me the PSU specs.

Yes the 6 pin is correctly connected. I believe that my Psu is the problem. The LED on my board does not light up at all. My Psu is 600W corsair. I have also notices in the 24 pin connector 1 pin is empty. Any suggestion or ways i can check if my psu is at fault.
Also this may be wierd but my cpu fan does not fully spin unless my Gpu is connected.

Are you sure your monitor is connected to the graphics card, not the mobo?
