Looking for an easy setup for wireless access for a group of peoples

Hi, We are a group of 200-400 peoples at the same location that need to have access to the Internet via a wireless router. Only a few connections are needed at the same time (maybe under 15 most of the time). Each user pay a small annual fee (20$) to get access to the network. It's done that way to keep the management at minimum.

Currently, we control access using the MAC address of the authorised one but with our routers, we can only put about 30 mac address. Since we don't want to have 10-20 routers, we are looking for a router that can manage a lot more MAC address but we have some trouble finding an affordable one. If you know a model that can do this kind of job, i will appreciate a lot.

I'm open to any other suggestion for an easy solution.

Thank you but i'ved found an access point with a capacity of 250 MAC addresses. The Dlink DAP-2590. I will go this way.
