The file that is used for this is a .DLL. You do not want to delete it as
it performs other functions within XP. Windows File Protection will pop
another copy of the file into place if deleted too.
You can, however, enable/disable the viewer. Go to the following page on
MVP Kelly Theriot's site and scroll down to the "Picture and Fax Viewer"
section. There are directions on how to enable/disable via a command typed
in the Run box (start>run):

Manually Edit: Right Click On image file. Choose Open With, then Choose
Program. Select your favorite image viewer program. Check the "always use
selected program" box Click OK.
