Is this a bad monitor?

Whatever anyone tells you, response time is not a big deal. Manufacturers lie about the response time as a marketing ploy. There is no way right now to measure response time. As long as it has 8ms or less response time, it is good for gaming.

I look for:
low input lag
21.5-23" @ 1920x1080
2560x1440 at 27" (IPS)
8ms or less response time
DVI input

I didn't know HDMI was so... I don't want to say useless, but I don't want to hook up a console to it, so I guess needless is a better word.

I was planning on using it for gaming, and I do like bigger screens. I needed to say that in the original post, I'm sorry. Are there general guidelines for what I should be looking for in a gaming display? Or any examples? And thanks azeem, you did help clear some of it up.

Thanks; that's extremely helpful! One more thing though: Does it really matter if it's LCD or LED? I wouldn't imagine it does but I don't really know.

And, what is the "12000000:1 ACM" part about? If this is really elementary stuff I apologize.
