How do i reinstall shlwapi dll on hp laptop

My HP pavilion dv6000 has thge following messge .....the programmecant start because SHLWAPI.DLL is missing from your computer.Try installing the programme to fix the programme.

How can I reinstall when the compuer cannot switch on to start with even with the safe mode ????Please help

Test the hard drive in DOS...HIRENS CD ETC...

Umm I just had a thought...when you say you cannot even get into Safe mode....do you actually mean that when you press the button you get NOTHING at all on the screen?

If so its the usual DV6000 graphics problem.....when the graphics chip will NEED refloating...which SOMETIMES works and sometimes does not
