Radeon 5970 got going at full usage

Hello. I have a Diamond Radeon 5970 at stock speeds an voltage. When playing diablo 3 in windowed mode (so i could check) My usage of the card was at 70-40 percent. Shouldn't this be at 100 percent? If so how could i fix it?
