Tweaks for low VRAM GPUs?

hey is there a way to tweak skyrim (or any other game) to run better on a 250MB VRAM GPU, cause the only thing that kills my GPU is the VRAM,250MB dedicated and 1.4GB (up to 1918MB) of shared, while everything else is fine.

my IGP is an ATI Mobility Radeon HD 3200, im experimenting with this GPU BTW
