A virtual comp is a way to test and/or run another OS (operating system) within a main OS. Windows 7 is an operating system. Example where you would use a virtual comp:

You have Windows 7 installed on your machine. You want to run, let's say, Debian 6.0 without installing it over Windows 7. You would use a virtual machine to run it within Windows 7.
