Need help with new build for data

This isn't a build for me but a friend of mine and he just gave me a vague explanation of what he wants so sorry if I'm not too specific on some parts.

Approximate Purchase Date: 1-2 weeks

Budget Range: : Just make it as cheap as possible

System Usage from Most to Least Important: Just data and nothing more

Are you buying a monitor: No

Do you need to buy OS: Yes

Preferred Website(s) for Parts: Newegg.com

Location: City, State/Region, Country - Brooklyn, New York, United States

Parts Preferences: Doesn't matter

Overclocking: No

SLI or Crossfire: No

Additional Comments: My friend says he wants 60 gig of hard drive or anything low and cheap he doesn't need much space, xeon motherboard, dual VGA display or if possible quad VGA display, 4-8gb of RAM, at least a dual core processor, windows 7 and if possible and if cheaper windows XP.

I just need this build to be as cheap as possible, thank you for any help.

no way you can do that with 300 bucks. windows already covers 100 dollars and xeon chips are like 100-300 dollars.

why is it for data when you only have 60gb of storage. are you trying to build a storage server

My fault i forgot to erase the 300-400 from the copy and paste form. I'm not sure he just requested 60gb, i just listed everything he requested so yes it's very possible he is trying to build a storage server.

they dont sell 60gb hard drives anymore lol. the smallest is like 250gb
