Which is best graphic card and motherboard to combine with intel i3-3220 processor?

sometimes we buy advanced graphics card and our processor does not utilize it fully because the processor itself is not advanced, so buying advanced and costly graphics card is wastage.

In my case i have finalized intel i3- 3220 processor, now i am looking for the best graphix card and motherboard to combine with it, so that the overall performance is the best.
So experts please suggest me the best combination asap, after your reply only i will buy. i totally like answers of this forum so waiting for your answers, will check forum in each 15 minutes to check replies.

Guys i3- 3220 supports maximum, Graphics Processing Unit clock speed of 650 MHz..
so dont you think above suggestions will be superior and waste of money with this processor, i want the best utilization of money. so which one is cheapest one but at least recommended.
