Weird Stuttering Problem

Hey guys, i really need your help. My computer doesnt run smooth, which means i need EXACTLY 60 fps for a game to run smooth, if it goes to 61 or 59 it starts to stutter very bad and feels like i have only about 15 fps. On 60 fps its smooth but i have a tearing effect there which makes the screen split in 2 parts.

What is this and how can i fix that? At first i thought its the monitor so i plugged on my brothers monitor (which runs perfectly smooth on all frames at his computer) but i get the same stuttering on mine. I play dota 2 on 90 fps and it feels like i have about 10 :( ( Even cs 1.6 and WoW are not playeable. At my brothers computer even 30 fps are smooth as butter, on my its unplayeable.

ASUS M5A78L-LE
Sapphire Radeon HD6770 1GB
4GB Corsair Valueselect DDR3 1333 CL9
Samsung Spinpoint 1Terrabyte Sata 2 HD103SJ
Cougar A 450 Power Supply
Windows 7 Professional SP1 x64

tested all graphic card driver versions from 11.1 to the newest one. Pleaase help, im a student and spent all my money on the computer and now i got this :(

Didn't they frame cap dota 2 at 60 FPS? It's also still in beta. You can turn on Vsync to eliminate screen tearing, it will lock your FPS and match your FPS to the refresh rate of your monitor.

Vsync is sadly not a solution for my problem since the fps sometimes go down to 58 or 59 etc. and then its like its skipping whole frames which makes it very unsmooth and its looking like micro freezes.

dota 2 has no frame cap but as i said the problem is in all my games

also i noticed that its not that hard to see on horizontal camera movements, but vertical movements stutter and diagonal movements are the most stuttering ones

I first noticed it at january and got my computer since november last year. Also tried to format my HDD and re installed all drivers to the latest versions etc.

Okay, first off a game can't exactly be at 60 FPS unless you frame cap, vsync or do something funky with it.

Have you overclocked the card?
Also, what graphics settings and resolutions do you use?

I didnt overclocked it and i play on 1920x1080 and settings doesnt matter, if low or maxed out the problem is the same.

I just tested cod mw3 which is locked at 90fps, i get 90 fps without a single frame drop and it stutters. i noticed that when i press W+A for example for a strafe-walk and then move the camera, its all micro stuttering and jittering, if i only stand still and move the camera its smooth oO

Okay, from doing research on this card. It seems the 6770 has a problem with microstuttering. I don't think it's powerful enough to run 1920x1080, my 6870 1GB can run all games fine with no problem whatsoever. There is also the issue with the 1GB especially for 6770, you playing with high settings and a high resolution so the frame buffering is not enough for this card since its not powerful enough. I'd suggest lowering your resolution and possibly your graphics settings.

Where did you find that information? Im just wondering that my old geforce 7600gt in my old computer from 2005 can run cs 1.6 in full HD without a single stutter :/

If I were you, you should return it for a fix, such as having issues with games and microstuttering. A new card replacement might be worth it.

Thats weird because my GTX 670 FTW does the same thingbut this only occurs when strafing while looking left and right with the mouse. My other games have no issues seems to be like FPS related?! Could that mean I have a serious problem too I really hope not I would die. The settings don't matter either high or low res makes no difference this happens all the time throws my aim off bad makes it impossible to play or get kills from any distance. I don't get any tearing issue but yes that annoying micro stutter is killing me.
