Hard drive shuts off on idle ?

Hi, I have a 1TB HDD and every time I don't use the drive for a certain amout of time 20-30 mins. it shuts off but if I acsess it it turns back on. I would like to know if there is anything wrong with this. It has shut down once and the drive did not boot up but after a restart it was fine.

MY SYSTEM SPECS
CPU:AMD FX-8350
GPU:HD Sapphire ghz edition 7770
CPU COOLER: H60 IN PUSH-PULL
MOTHERBOARD: ASUS SABERTOOTH 990FX R2.0
PSU: CORSAIR ax850W (FAN NEVER TURNS ON) is that ok its a very good psu
OS DRIVE: SAMSUNG 830 SERIES SSD
RAM: 16 GBS OF CORSAIR VENGENCE
CASE: NZXT PHANTOM

tell me what you guys think about my build would appreciate it.

It is set like that as a default option in Windows advanced power options, its meant to save power.

Good build, should be able to handle games well, about your PSU, if the fan isn't spinning that probably means that the PSU's load isn't big enough to create a large amount of heat.
