Well your budget is not very big so for now i would say forgo the SSD/s and for both rigs for now?

HTPC

A6-3500 APU
a55/a75 mobo
4GB RAM
mATX/mITX as per your tastes/wants

600-700 for a gaming rig

Start with a HD 7850
H77/B75
i5 3450/4GB RAM
80+ reliable PSU

How does this stuff sound? The grand total is $100 over what I want it to be. But would cutting the $100 greatly affect performance?

Nah skimping on GPU wouldn't serve you well for a gaming rig and it would start choking sooner rather than later @@

For the 2nd build, if you need to, get an i5-2400/2500. The 6850 is vastly less powerful than the 7850. Get the ASUS mobo, and get a beefier PSU. 500W is good. You could get a cheaper case for $50 or something. I would also recommend a Corsair PSU.
