do you mean a bottleneck? if it is, it basically means that something in the system is preventing another component to perform to its full potential such as a weak cpu vs a high powered gpu

Defining "deadlock" would be helpful. Do you mean a complete non-response to user input from the OS or computer in general? Many things could cause that from hardware failure, corrupted Windows, virus', stopping Explorer.exe.
