CPU bottlenecking my videocard?

Hi, I've heard that your CPU can affect how well your videocard performs. I have a 1.8ghz P4 willamette (sp?)and a Radeon 9800Pro. When I play games I get lower than expected framerates from my 9800pro. Like in Counter-Strike I get anywhere from 20fps-90fps (avg 50fps) and in Day of Defeat I usually average 30fps. These framerates cause me concern because my friend who has a 2.8ghz P4 Northwood and a Radeon 9200 gets a constant 100fps in both counter-strike and Day of Defeat. Could my CPU be bringing down the performance of my videocard?
 
yes, Id sy that your CPU was bottlenecking your FPS. But, if you cant afford a CPU upgrade try:

Defragging your Harddrive or adding more RAM

your cpu is bottle necking your video card.

also check for spyware. and Delete all temp files, including internet cache.

and stop all un-nessesary back ground apps,and try overclocking your CPU / RAM / GRAHPICS CARD
