is asus p5 qpl am mobo have pci e 1.1 and i want to know that why my gt430 bandwidth show 16.0 while when on specification show 25 to 28.0 bandwidth
 
You misreading things, the Asus P5-QPL family of motherboards have ..

1 x PCIe x16
1 x PCIe x1

Both slots support PCIe 1.1 Architecture.

Your GT430 is correct and says it is connected at the highest speed possible, so don't worry, everything is ok, that card isn't designed to be a screaming gamer, but more for casual gaming and good move playback, while keeping heat and costs low.

Only the highest end cards need the full bandwidth of a PCIe 2.0/2.1 slot. The GT 430 will give you 100% of its performance in a PCIe 1.1 or even 1.0 board.

In short, you're fine, don't sweat what PCIe version your board has.

With the exception of very expensive cards, yes. As long as you card cost less than $500, you're fine to put it in whatever slot you want. There's a chart that compares performance across all the different specifications, I'll see if I can go find it and post it back here.
