Thermal Paste question, Need some help

Okay, so I have never put a PC together but i plan on doing it this Christmas break, my question. Every time a cpu heatsink is remounted the surfaces need on the cpu and heatsink need to be as clean as possible and new thermal paste put on. New cpu heatsinks will have thermal applied on from the factory.
