First scan your system of any malware.

Then edit the registry, to do this, go Start>Run and type

regedit

then navigate to the following keys:

HKCU\Software\Microsft\Windows\CurrentVersion\Policies\System
In the right-hand pane, locate "NoDispBackgroundPage" and change the
value to 0.

HKCU\Software\Microsoft\Windows\CurrentVersion\Group Policy
Objects\{B1D8F66C-267F-4279-AD23-D6CA9B01B}-User\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the right-hand pane, locate "NoDispBackgroundPage" and change the
value to 0.

I looked for the keys you suggested but they do not exist in my system, do I
need to add them? and if so how?

Check this key:
HKey_Local_Machine\Software\Microsft\Windows\CurrentVersion\Policies\System
In the right-hand pane, locate "NoDispBackgroundPage" and change the
value to 0.
