is 11.88v normal for the 12v?

im sure its right because i checked it in the bios

    The ATX specification allows a maximum voltage swing of 5%, which means that the 12v rail can go from 11.4 volts to 12.6 volts. 11.88 volts is within this range and is actually a pretty good value.
